General Tsin Shi Tao is notorious for upgrading standard Chinese units with nuclear-based weapons. Not only that, but he is also able to stabilize the isotopes used in the Nuclear Tanks upgrade to spare his own forces. Even his aircraft can fire tactical nuclear shells.
